What does a bookmaker actually do?
A bookmaker sets odds, takes bets, manages the risk of paying out, and pays the winners. Online, each of those jobs has a tool behind it: a data feed for odds and results, a platform that takes the bet, risk software that watches liability, and payment providers that move the money. To become a bookmaker is to put those four pieces together under a licence.
Step 1: choose the market and get licensed
If you want to become a bookmaker, the licence comes first, because it decides where you may take bets and on what terms. The rules differ a lot from country to country.
- Great Britain. If people in England, Scotland or Wales can bet on your site, you need a licence from the Gambling Commission, even when the company is based abroad.
- United States. Sports betting is licensed state by state since the Supreme Court decision in 2018, and each state runs its own process.
- Serbia. Online betting needs approval from the Uprava za igre na sreću, a company whose main registered activity is gambling and betting, share capital of at least 250,000 euros, and a bank deposit or guarantee of 500,000 euros.
Budget time for this step. It is usually the longest one, and everything after it depends on it.
Step 2: company, bank and payment providers
Banks and payment providers look closely at betting businesses, so start these talks early. Many providers accept gambling only from approved merchants. PayPal, for example, takes gambling payments only from approved merchants in places where gambling is legal. A licence number opens most of these doors, which is another reason it comes first.
Step 3: odds and results data
To become a bookmaker today you do not need to set every price by hand. Nobody does any more. A data provider supplies fixtures, odds and results through a feed, prematch and live. You then set your own margin on top per sport, league or market. Compare providers on the sports they cover, the delay on live data, the price and the support, and sign the contract in your own name.
Step 4: the platform
This is the betting site and the apps your players use, plus the admin your team runs the business from. You can rent a finished platform, license one, or build your own. App stores add their own rules. Apple and Google both accept real money betting apps only from licensed operators, restricted to the places the licence covers, and free to download.
Step 5: risk and responsible gambling
Risk management is what keeps a bookmaker solvent. You need to see liability on every outcome, set limits per player group, and spot patterns such as several accounts on one device. Responsible gambling tools are just as essential: age checks at registration, deposit limits and self exclusion. Most regulators require them, and Serbia's law spells out self exclusion of at least 24 hours or permanently.
What about private bookie websites?
You will see offers for bookie websites and pay per head services that let anyone take bets from friends. Without a licence, taking bets is illegal in most places, and it also cuts you off from the tools a real business needs. App stores will not publish the app, and most payment providers will not process the money. The legal route is slower, but it is the only one that can grow.
How long does it take to become a bookmaker?
How long it takes to become a bookmaker depends mostly on the licence, and that depends on the regulator. The platform, the data feed and the payments can be prepared while the licence is in progress, so they do not have to add months on top. Plan the steps in parallel, and the launch date is set by whichever of them finishes last.
